In vanilla it's bugged and still gives xp, it's generally easy to get a safe location with one where enemies won't disturb you, corpses won't get angry at you for repeatedly casting magic on them, and since it can be done out of combat you can just rest an hour to fill up your magicka.
The standard response for how to quickly and safely cheese your conjuration skill level is to repeatedly cast soul trap on corpses.
